This project involves a full Project Management mission covering technical studies, control and supervision of hydro-agricultural development works in the Bahr Linia area of Chad. It is part of a rural development and food security initiative aimed at harnessing water resources from the Bahr Linia basin for irrigation and agricultural development.
Scope of the PMC mission:
📐 Studies Phase:
• Topographic, hydrological and hydrogeological studies of the project area;
• Geotechnical and environmental studies (ESIA);
• Design of hydro-agricultural structures: retention dams, spreading weirs, primary and secondary irrigation canals, regulation and drainage works;
• Schematic and Detailed Design (SD/DD);
• Tender Documents (DCE): execution drawings, technical specs, BOQ, cost estimates, construction schedule.
🔍 Works Control & Supervision Phase:
• Technical and quality control of works execution in accordance with approved plans and specifications;
• Supervision of contractors on hydro-agricultural works;
• Review and approval of execution drawings and calculation notes submitted by contractors;
• Construction schedule monitoring and management of potential amendments;
• Provisional and final acceptance of works (minutes of acceptance, snagging resolution).
🌾 Infrastructure Components:
• Water mobilisation and storage structures (hill reservoirs, dams);
• Gravity and/or pressurised irrigation networks;
• Development of irrigated perimeters and agricultural land improvement;
• Ancillary works: access tracks, agricultural storage facilities, socio-community infrastructure.

This project involves detailed architectural and technical surveys as well as the design of new health infrastructure within two provincial hospitals in Laos, as part of the provincial health system strengthening programme.
Scope of assignment:
🔍 Detailed Survey:
• Topographic and geometric surveys of existing hospital sites;
• Full architectural surveys of existing buildings (floor plans, sections, elevations, condition assessment);
• Structural and technical diagnosis of existing facilities (civil works, utilities, MEP);
• Assessment of deterioration and identification of rehabilitation or extension needs;
• Mapping of existing networks (water, sanitation, electricity, internal roads).
📐 Design:
• Functional and spatial programming studies for new infrastructure;
• Schematic and Detailed Design (SD/DD) for new construction and rehabilitation works;
• Design of technical facilities: operating theatres, emergency units, wards, laboratories, pharmacies, maternity units;
• Execution documents (drawings, technical specifications, quantities and cost estimates);
• Integration of international health standards and WHO guidelines;
• Consideration of climatic, seismic and accessibility constraints specific to Bolikhamxay and Bokeo.
Sites covered:
• Bolikhamxay Provincial Hospital — Bolikhamxay Province, Central Laos;
• Bokeo Provincial Hospital — Bokeo Province, North-West Laos.

• Governance improvement: optimisation of administrative and operational processes.
Scope: 6 regional hospitals (CHR), 11 primary health posts, 3 community centres in Djibouti City.

The “Healthcare Offer” project aims to improve access to quality healthcare through the strengthening of five major hospital infrastructures in:
• Foumbouni, Mitsamiouli, Fomboni, Hombo, Domoni
The 5 hospitals will double their total bed capacity. The renovation covers key departments including the medical-technical platform, outpatient services, inpatient wards, maternity, paediatrics, haemodialysis and emergency units.
